Forensic Plate 2016.10.27

Forensic Plate is a free, Open Source license plate recognition LPR software wich attempts to recover licence plates characters (or other kind of characters) from videos using information redundancy of several frames. The user sets boundaries and the software overlaps images. An average image is created whose definition is limited by user imprecision and PSF of the lens. A license plate in your video may be unreadable for a number of reasons including low resolution, lossy compression, motion blur, poor lighting or noise. The software does not try to make debluring, instead, all possible combinations of characters are generated and correlations are calculated using the images. During our tests Forensic Plate worked only with PNG images. Requires JAVA JRE.
